NNOAC has been extraordinarily successful in promoting involvement in crime and drug prevention activities, strengthening police-community relations, and encouraging neighborhood camaraderie as part of the fight for safer streets.
Since 1984, "National Night Out - America's Night Out Against Crime" has grown to involve over 30 million people from more than 9,000 communities.

Repeat Code Offenders Will Face Tougher Fines In Metro

NASHVILLE, Tenn. - Metro Council is fed up with overgrown and unsightly properties. New legislation passed Tuesday night puts teeth into the current code laws.
Most of the violators turned in to Metro Officials are repeat offenders and the previous $50 fine didn't seem to be enough to keep them in line.
Starting this summer, if they let the grass get overgrown or neglect a property, they'll be facing a fine ten times the normal amount.
"I think it's atrocious. What council person or any person who lives in the area wouldn't think that," said council woman Vivian Wilhoite while walking through an abandoned development in Nashboro Village.
It's a blight Wilhoite won't tolerate anymore. She's been battling the issue for eight years, season after season.
"It's always been a very cumbersome situation because as soon as it gets cleaned up we have to go back out again 'cause the grass has grown back up and start all over again," said Wilhoite.
Wilhoite said the code legislation was weak and that a $50 fine is hardly a threat.
The Glencrest property in Nashboro Village is a clear example. Once owned by Vastland Realty, it's now in the hands of a bank and it's been reported nearly 10 times since 2009. Yet, the grass continues to grow along with residents frustrations.
Complaints for undeveloped properties like the one at Nashboro Village used to come to the Metro Health Department, but under that new ordinance passed Tuesday night, there will now be a tougher system with much larger fines.
"That is good news and that is the only time you can get people's attention is when you hit them in the pocket," said Wilhoite.
And she's eager to hit them hard.
The new legislation includes a new administrative court that can deliver fines up to $500 and not just once, but by the day.
It hopes to act as an incentive to keep properties maintained before another complaint is made.
"I am looking forward to this coming to fruition so we can get these repeat offenders and let them know that we mean business in keeping our neighborhoods looking good," said Wilhoite.
Wilhoite said the tougher ordinance will be a win-win for residents and for developers because a well kept property will benefit the neighborhood and hopefully help sell it to a potential buyer.
They hope it will be especially help the many foreclosed developments owned by banks across the city. The new ordinance passed its third and final reading Tuesday night and will go into effect on July 1.

The International Association of Fire Fighters Local 140 announced endorsements for Metro’s elections Monday, handing all but one of the five incumbent at-large council members its support.
The local fire fighters union has endorsed at-large council members Megan Barry, Tim Garrett Ronnie Steine and Charlie Tygard, but has not endorsed Councilman Jerry Maynard. Instead, the fire fighters have put their backing behind at-large candidates Ken Jakes and Antioch-area Councilwoman Vivian Wilhoite.
In addition, the organization has endorsed Mayor Karl Dean’s re-election bid and the candidacy of Vice Mayor Diane Neighbors. District incumbents who did not receive the firefighters’ endorsement are Karen Bennett, Duane Dominy, Robert Duvall, Jim Hodge, Walter Hunt [running unopposed] and Carter Todd. Election Day is Aug 4. Early voting starts in four weeks. Endorsements in district races are as follows:

Residents Want Deserted Condo Site Cleaned Up (Nashboro Village)

NASHVILLE, Tenn. - It was supposed to be home to several new condos, but the only thing going up in a section of Nashboro Village is grass and weeds. Residents are fed up with the overgrowth and said they are continuing to get the run around from the company advertising the sale of those condos.
Resident Cindy Bradley describes the site as a "trashy overgrown lot."
It's not the ideal way to describe the view from her front yard, but she said it's the ugly truth.
The land across the street from her home, once plotted for new condos, is now home to four foot high grass, piles of concrete and a field of rodents.
"We've had raccoons, snakes, opossums and just the other day my husband had a field rat run across his foot on the front porch," said Bradley.
Bradley said she hasn't seen a construction worker on site since 2008.
"The overgrowth is pitiful and we have been dealing with that since the economy dropped," Bradley explained.
A sign from the Vastland Company is still advertising that the development is "Coming Soon".
At first a real estate agent for the company told NewsChannel 5 by phone that the condos are on hold until further notice. He referred us to construction manager of Vastland, Mack McClung, who said they sold this property, but couldn't tell us to whom.
Tax Records show it was sold in 2008 to a company called OCI Glencrest, listed at 1700 Hayes street Suite 104. But on that location there was no door to Suite 104 or sign for OCI Glencrest, but Vastland owns this property too and had their realty signs in the window.
"I don't know if the new developer is connected to the old developer but the problem is they are leaving this in a state that's not marketable and it's a health hazard to the people that live across the street," said Karen Johnson.
She is head of a nearby neighborhood organization and is trying to get Bradley some answers. Both have been getting the run around.
Johnson wants the whichever company is responsible to either build the condos they advertised, or clean up the mess they left. Bradley said her property values are suffering at the expense of delay and the confusion of who is responsible.
"I feel like I live in a white trash area. I am embarrassed to have my friends from church to come over because of that," she said referring to the site.
McClung would not tell NewsChannel 5 if the property was part of a bankruptcy or foreclosure deal in 2008 and continued to refer us to the county tax map.
Bradley said she will continue to report the problem to metro codes until the owner cleans up the space properly and for all.

Scammers costing chat room users thousands of dollars
Hello All,
This is a scam that is not only happening in chat rooms. Many people on Facebook have been scammed also. Either they capture your screen name and send out Instant Messages to all your friends saying that you are overseas and that you have been mugged and you need money to get home. They instruct you to go to Western Union and send them the money needed. People do send money, and I mean lots of money.
The other scam is they hack into your Facebook Page and they take all the email addresses of your friends and they send out an email using your account with the same type of story.
Be careful, there have been many people that I know recently that have had this happen.

Nashville, Tenn. – Metro police are warning dating Internet chat room users of a scam that can cost users hundreds, even thousands of dollars.
Nita Prather works as a Metro fraud detective.
She told Nashville's News 2 Investigates reports of Nigerian scams continue to remain unresolved.
"It's a continuing problem," she explained, adding, "Many of the victims are elderly or they are not thinking."
According to Prather, the scam artists seem to be preying on chat room users more often and use different tactics to get victims to send money.
For example, the scammer sometimes will claim the victim has inherited a large sum of money or claims the victim needs to cash a check and wire the money.
"They talk to them a while, get them comfortable and ask them about cashing checks," Prather explained. "[It's] a major red flag if someone is wanting to give you money for no reason, if you don't have relatives in another country. Why would someone you don't know contact you and say I want to give you a large sum of money?"
The detective told Nashville's News 2 Investigates in one case she is currently working, the victim was sent a $5,000 check which he was supposed to cash and wire to various people.
Thanks to Prather, he never followed through with cashing the check which was later determined to be bogus, saving him from having to repay the bank thousands of dollars which would have been wired abroad.
"If [the scammers] were able to cash the check, they would. Why send a check to someone they don't know? The only communication they have is over the Internet, because the possibility is they might get caught," Prather said.
Anyone who believes they are a victim of the fraudulent scheme is urged to call their local police department or the Better Business Bureau at 615-242-4222.
The U.S. Secret Service estimates the scams have cost fraud victims hundreds of millions of dollars worldwide.

NASHVILLE, Tenn. – Residents of one Antioch neighborhood are upset about a proposal to bring a 50-foot flashing sign to their area.
The proposed location is the busy intersection of Bell Road and Murfreesboro Road. The area is heavily traveled and neighbors say the sign would be a dangerous distraction to drivers.
"We've looked over the drawings and we're just not in support of having something this large and distracting in this location," said Karen Johnson, president of the Percy Priest Meadows Neighborhood Association.
She added, "It's a safety hazard for the people in this area, we've had accidents at this intersection and we don't want [them] to increase so we don't want this sign and we don't have a good reason as to why it's being erected."
Randyn Caldwell owns a business at the intersection and told Nashville's News 2 the proposed location of the sign is "very concerning."
"That is a concern, blocking the building, but I'm actually more concerned of the distractions it's going to cause, like I said, causing more wrecks here," he said, adding, "I'm not in favor of it."
The Metro Board of Zoning Appeals has already denied permission for the sign once.
They will reconsider when it comes up for appeal on Thursday.
A community meeting to discuss the issue is set for Tuesday evening at 6 p.m.
Richardson Outdoor of Gadsden, Alabama, wants to erect the billboard.

Residents Concerned Sign Could Create Distraction

NASHVILLE, Tenn. -- Flashy ads and digital billboards are nothing new along roadways, but one sign in Antioch is getting some attention.
Richardson Outdoor Advertising wants to put up a 50-foot-high digital billboard on Bell Road at Murfreesboro Place.
Thousands of drivers go by there every day, but some people say the flashy sign could distract drivers and lead to more accidents.
Councilwoman Vivian Wilhoite said the issue goes beyond distraction.
“Once you take a look at the intersection, it’s very much comprising as far as what lane you’re in, whether you’re turning left or go straight,” said Wilhoite.
The general manager of Richardson Outdoor Advertising said the brightness of the billboard would be monitored.
There also wouldn't be any moving figures on the board.
A community meeting on the digital billboard will be held Tuesday night.

In the recent Ins and Outs of District 29, I indicated that a location is to be announced.
So here is a recap of what I sent out around 8 am Wednesday morning and also posted on my blog of http://www.vivian-29.blogspot.com/
There is a request for a proposed Billboard to be erected at the intersection of Bell and Murfreesboro Road. More specifically, it is an electronic billboard. The applicant's request was denied and now the applicant is appealing the denial to the Board of Zoning Appeals. The Board of Zoning will deliberate the applicant's appeal on Thursday, June 16, 2011.
I would not support such a request for the primary reason that this intersection is quite busy and dangerous. I am of the belief that an electronic billboard would be a distraction and could compromise safety to everyone that travels through that area. Nevertheless, I have invited the staff of the Board of Zoning Appeals and the applicant to this meeting to provide specifics and answer questions from the community.

Historic Gran Dale Manor
Look out for date - Community Open House
Very recently, and working with Mr. David and Becky Waynick, owners of the Gran Dale Manor, I represented them at the Planning Commission on May 26, 2011. I spoke to encourage members of the Commission that the Gran Dale request to continue under the Neighborhood Landmark while operating a law office and events hosting location is an excellent contribution to our community. I spoke to the members of the Commission and prior to the hearing, we invited members of the Planning and Historic Commissions to come out and tour this jewel. The Commission also recognized the importances of this historically restored building and not only approved Mr. David and Becky Waynick's request, but approved it by consent.
I cannot say enough how much we appreciate the Waynicks for seeing the vision in that old white house. I am very glad that I did not agree to developers that wanted to do other things at that location. I've always believed that the Gran Dale had so much to offer. Now we will all know thanks to the Waynicks.
Be on the look out for an open house for the community. At that time, we will also show our appreciation to Mr. David and Becky Waynick.

Why the dirt?
Explanation from an on-site workerSome of you have contacted me to ask about the big, big piles of dirt at the old Publix location (across from First Tennessee Bank) on Murfreesboro Road. It's dirt for sale! That right, dirt for sale, according to one of the workers on the site. I understand that the giant wall behind the old Publix building was damaged in the May flood and is now being repaired. The repair required some in depth digging out of soil affiliated with the wall and that is the piles that you see. It's a great time to buy some dirt.

Discussions with Business Owners regarding Flashing Sign Billboard

As discussed and promised I am providing an update on the discussions I had yesterday with the business owners in the plaza where the proposed sign is to be placed at Bell and Murfreesboro Road close to the Anderson Road corridor. I spoke with Chris Myers who is the manager at the Pawn Shop and she was unaware of the sign and had no knowledge of it. She further stated that they would not be in support of a sign as their concern would be advertising would take place for other businesses outside of the ones who lease the space in the plaza. She explained there was a large billboard at one time next to the Hair Shop but it posed a significant danger to the property and businesses and was removed. She gave us the name of the property manager Ms.Walker who manages the property on behalf of The Kuo's. She said she would not be back in the office until Monday. We did obtain the property managers office and cell number.

I spoke with Misty the manager and she was unaware of what was being proposed and expressed concerns similar to Chris at the Pawn Shop. She said she would not be in favor of the sign and asked that I share with her any upcoming meeting information. She said the only thing that she was aware of was the red sign out front which she said she really did not know what it was about.
Steve Murrary Jewelry
I spoke also to Terry and Steve at Steve Murray Jewelry and they expressed the same concerns as Chris and said they would be opposed to such a sign and felt it would pose a safety issue. They cited some specific incidents that they have observed and expressed they would like to attend the upcoming meetings. We obtained their email address and shared with them the zoning meeting date as well as the meeting below called by Councillady Wilhoite and told them we would let them know the location once announced.
Beauty and Beyond Hair Store
I spoke with Saul Bustillo who is the manager on duty at the Beauty and Beyond Hair Store on the hill in the plaza and he said he would not want another big sign because it would cover the business view. He was so glad the eyesore dangerous one was no longer on the property and was not in favor of a large flashing sign that would potentially cause accidents of which he has observed as well.

I spoke with Virginia Lopez who works directly with Mr. Charlton at Century 21 across the street and they would like to work with us. They also shared testimony about the signs and will work with us.

Important Neighborhood Association Meeting Regarding Proposed Flashing Sign for our area
Open meeting if anyone would like to attend
Good Morning Neighbors, we have organized a special called meeting that will replace our normally scheduled meeting for the 4th Thursday of this month to this upcoming Tuesday June 7th at 6:30 pm to take place at the Priest Lake Presbyterian Church on Smith Springs Road regarding a proposed flashing sign that is scheduled to be heard at the Metro Board of Zoning Appeals meeting on June 16, 2011.
Attached you will find information regarding this request. We have additional papers that cannot be scanned, however they will be distributed to each of you at the meeting. A special thank you is extended to Sue Paugh for her diligence on working on this issue. Please mark your calendars to attend our neighborhood association meeting so that we can proactively address how to get our non conforming signs in compliance thereby improving our area and ensuring that this non conforming sign is discussed and that our voices can be heard for the upcoming meeting. Neighborhood Association Meeting
Special Guests: Metro Zoning Department Representative

Where: Priest Lake Presbyterian Church, 2787 Smith Springs Road
Time: 6:30 p.m.
The Nashville Board of Zoning Appeals has scheduled to hear an appeal from Applicant/Property Owner at the Corner of Bell Road and Anderson Road (where the Pawn Shop strip center on the hill is located). The appeal if from the decision of the Zoning Administrator for Metro Nashville wherein a Zoning Permit/Certificate of Zoning Compliance was refused. What is being requested by the property owner is to construct a 50 foot tall digital flashing sign which is not permitted at this location. The Appeal hearing is scheduled for June 16 at the Metro Howard Building located at 800 Second Avenue South. Please attend this very important meeting as if this is approved it will enable other signs of non conformance to be approved for our business corridor adjacent to our neighborhoods. Just Wanted to Make Everyone Aware of Some Crime in our Neighborhood
Last week a unit, on the other side from the Golf Course, there was an attempted break in through the sliding glass door. They were not able to get into the house, and the police were called
and a report was filed.
Remember, if you see anything suspicious, please call the Police. It is very important. This is all private property and people not from this area should be kept away.
If you hear gunfire, and not sure if it is fireworks, please call the Police. They want to be called. They feel it is better to have them come out and just find it was nothing.
