Gary Petersen called the meeting to order.
The monthly budget was presented by JCP and reviewed by the board members.
As of September 30, 2008 our balance sheet was:

***The Association has ten unit owners who are delinquent on their Association Fees totaling $9770.10. Some of this amount is from units in foreclosure. ***
Maintenance Reports and Requests: Unit 135 has requested that the shutters need repainting. They also wish to expand their deck, using composite materials. The shutter painting will be reviewed by JCP. The homeowner will have to provide diagrams and color schemes to be approved by the Board; this will keep the color scheme of all units in uniform with the community.
Unit 136 has requested a privacy fence be built using composite materials. The homeowner will have to provide diagrams and color schemes to be approved by The Board.
Parking has continued to be a problem close to the area around the last building of Phase 3. The vehicles referenced and observed in this area, are not located on our property. Gary Peterson has contacted the Nashboro Village Homeowners Association Manager and they will address the issue. He will also follow up on the issue when required.
Replacement Landscaping: JCP submitted a bid for review from Weatherly Lawn Care. This includes removal and replacement of several dead trees and shrubs through out the property. The bid includes removal of 22 dead trees and 14 dead bushes.
Of the 22 trees it was suggested by the JCP, Weatherly and The Board, that only 16 of the trees be replaced, due to crowding, placement and previous extreme weather conditions. The 14 bushes will all be replaced. Fran Oroson made a motion to accept the bid. It was seconded by Joey Supak and approved by vote.
Unit 143 needs to be examined regarding the rear deck, which holds a large hot tub. JCP will make a site evaluation. When the homeowner requested permission to put a hot tub on the deck, the Board required drawings and letters from the contractor with a structural engineering diagram showing the deck could support the weight of the hot tub. Fran Oroson said it appeared to her, that the deck was sagging. If it is, this could cause damage to the condo and the homeowner would be responsible for all repairs as stated in the approval letter given to the homeowner at the time of the Board's approval.
Unit 111: It was suggested that the landscaping appeared un-kept and over grown. This landscaping addition was approved by The Board and placed in this yard to help hide the utility wall in front of their unit. This utility wall was to be placed between the buildings upon construction and was not. This unsightly wall is less than 20 feet from the unit’s front door. The Board Members agree this landscaping improved the look of the unit and did not agree with the complaint.
Unit 100 Erosion: The erosion issue behind unit 100 has not been repaired and still being researched. JCP has some additional repair vendors that he would like to examine this issue, thus giving us the best scenario regarding repair possibilities… Re: Concrete, Brick, Wood. Etc… The homeowner agreed that the current bids received are too expensive.
Audit Proposals: Two companies have submitted Audit Proposals. They gave us approximate bids, which are on file at JCP. One bid is from Buchanan and Associates ranging from $3,000.00 to $4,000.00. The next is from Maggart and Associates ranging from $5,000.00 to $7,500.00.
Lawncare Proposals: Four companies have submitted bids they are all on file at JCP and have been itemized by action and associated cost, i.e.… Mulching, mowing, pruning etc… and they are as follows:
Nashville Grass & Landscape, annual cost $54,936.00 / $4,578.00 per month.
Enviro-Scapes Inc., annual cost $29,350.00 / $2,445.83 per month.
Weatherly Lawn Care, annual cost $33,000.00 / $2,750.00 per month.
Viking Landscaping, annual costs $ 61,299.26 / $5,108.33 per month.
Joey Supak made the motion to accept the Enviro-Scapes bid. Fran Oroson seconded it. And approved by vote.
Additional Items & Comments:
A number of Homeowners with pets are still not cleaning up after their pets. Letters have been sent, pet owners have been approached. Some pet owners are just inconsiderate and any suggestions on how to handle this problem will be greatly appreciated.
It was also mentioned that all residents have to make an effort, if possible, to water their landscaping during severe drought periods. We have been experiencing an unusually dry period for the past 3 years here in middle Tennessee. If the homeowners can be aware and help it will benefit the entire community.
Fran Oroson has resigned as Secretary and made a motion to ask Amy Watson to assume the duties of Secretary. This motion has been deferred until the November Meeting since Ms. Watson was absent due to illness.
It was decided that the Annual Picnic would be canceled due to a lack of interest and participation from the community with in the past 2 years.
Fran Oroson was elected to the nominating committee. She is requesting 2 residents from the community to recommend and assist her in suggesting possible candidates.
The next Board Meeting will be November 20th, 2008 at the Deerfield Clubhouse unless otherwise notified. Joey Supak is the contract person on the Board to schedule the place for the meeting.

Police Hope More Visibility Will Increase Crime Tips

NASHVILLE, Tenn.- Often times, police rely on witnesses to help them solve crimes. That's why Nashville's CrimeStoppers is taking extra steps to advertise 74-CRIME, the number to call with a tip.
When crime scene investigators are working, witnesses will notice something new on their vehicles: the phone number to Crime Stoppers. The hope is the signs will generate more calls to the tip line.

Nashville Receives Federal Funds For Neighborhood Clean-Up

NASHVILLE, Tenn.- Nashville is getting $4-million from the federal government. It's all to help clean up and re-sell foreclosed homes.
Metro has about 3,000 houses in foreclosure. Some of them are neighborhood eyesores. The Metropolitan Development and Housing Agency says their plan is to secure those properties and resell them to stabilize the neighborhoods. That money though, isn't coming until next year.

Clean out those closets, donate books

Read a good book lately? The residents at Hickory Hollow Towers want something new to read, maybe a page-turner or a romance or a large print version of the Harry Potter books.
The seniors at the retirement community off Mt. View Road, have had a library since 1980, but they've pretty much read all the books and are hoping for donations.
Resident Pat Carl says the library is a popular place within the facility, even though it also has a hobby room, a piano and an exercise room.
The library received a $2,000 state grant last year with the help of state Rep. Sherry Jones.
"As far as I know, that's the only money we've ever received," Carl said.
With that money, the residents, who operate the library themselves, were able to purchase many books. Also, said Carl, the residential facility's Activity Club purchased bookshelves, and many residents have donated books throughout the years.
"We get a few outside donations," she said.
But it has gotten to the point that donations have slowed down, and the library has used all of its grant money. Residents have read most of the books in the library, Carl said.
Carl said the library is in need of large print books, books on tape, romance and mystery novels and inspirational books. She said it particularly needs newer releases.
Hickory Hollow Towers, located off Mt. View Road near the former Texana Grill, is funded by Section 8. Residents there are low to middle income.
Most residents also receive some other form of government assistance, Carl said.
"To go buy a $5 book doesn't sound like much," Carl said. But, she added, "Most people don't have the funds."
Resident Doris Walker, who assists Carl with library duties, said that would "buy a loaf of bread and a gallon of milk," which is likely to be a more pressing concern for most residents.
Frances Ross, whose late husband Houston Ross helped develop Hickory Hollow Mall, is a regular library patron.
Ross, 94, said Carl has been "a real asset" to the library, and she knows how hard Carl has worked to keep the library's collection exciting and up-to-date.
"We hope it continues to get good books and grow," she said.

Just an FYI Car Windows
Just wanted to let everyone know that they are having a problem at the apartments in Nashboro Village with someone breaking car windows. Not sure if whoever is doing this is looking for items in the cars or just breaking windows.
